The Wisconsin College Savings Program Board has administrative and oversight authority for the Edvest and Tomorrow's Scholar plans. The Board was established in 1999 Wisconsin Act 44, as amended, and consists of five ex-officio members including the Secretary of the Department of Financial Institutions, the President of the Board of Regents of the University of Wisconsin System, the Chairperson of the State Investment Board, the President of the Wisconsin Association of Independent Colleges and Universities, the President of the Board of the Wisconsin Technical College System, and six public members. The ex-officio members may appoint designees to serve in their place. Except for the initial members, public members are appointed by the Governor for 4-year terms. In 2017 Wisconsin Act 57 transferred activities to the Department of Financial Institutions in September 2017.
