Program management for Edvest and Tomorrow's Scholar
In 2011, Wells Fargo Funds Management, the program manager for the State of Wisconsin's college savings plans since 2005, decided not to rebid on their contract ending in October 2012. Following a rigorous process, TIAA-CREF Tuition Financing Inc. (TFI) was selected as the new overall program manager for the Wisconsin 529 plans. TFI also operates the the direct-sold Edvest plan and Voya Investment Management is contracted by TFI to run Tomorrow's Scholar, available through financial advisors and fee-only planners. Both plans are available nationwide.

Existing account owners' assets were automatically transfered into similar investments within the new plans during the last weekend of October 2012 following a number of required notices and statements. As new securities issued by the State, current investment performance is measured from that date. Go to the respective websites for the latest quarterly, monthly, and year-to-date investment performance information.
Following the transition, investors now have a greater variety of investment selections, both passive (indexed) and actively-managed, in static and age-based progressions, along with multi-fund portfolios, and stable value choices. Technology was improved at both plans to better handle online transactions and inquiries, and the websites include more comprehensive college cost calculators. As a result of the new contract, most accounts also experienced a reduction in account management fees.
In 2017, a contract negotiation resulted in an extension of these services through October 2020.
Both plans are offered to the public by the State of Wisconsin. TIAA-CREF Tuition Financing, Inc. (TFI) is the plan manager for Edvest. Voya Investment Management provides investment management and administrative services for the Tomorrow's Scholar plan, and distributes shares in the program.
